Mumbai / Amravati / Washim: A detailed investigative complaint submitted to the Vice Chairman and Managing Director (VCMD) of the Maharashtra State Road Development Corporation (MSRDC) has raised serious questions regarding the appointment, deputation process, administrative decisions and financial oversight relating to Mr. Dipak G. Sontakke, Chief Engineer, MSRDC Amravati Division.
The complaint seeks a comprehensive administrative audit, vigilance inquiry and, if warranted by the evidence, referral to competent investigative agencies. The allegations have not been established in court, and no finding of wrongdoing has been made against Mr. Sontakke. EX7 News is reporting on the complaint and the issues it raises in the public interest.
A ₹7,980-Crore Engineering Command Under the Spotlight
 
The Amravati Division of MSRDC supervises several major road infrastructure projects involving substantial public expenditure. According to the complaint, the office oversees infrastructure works valued at approximately ₹7,980 crore, making it one of the state’s significant engineering administrations.
Given the scale of public funds involved, questions concerning project governance, quality control and administrative transparency are matters of considerable public importance.
 
The Core Question: How Did the Deputation Take Place?
 
The complaint asks whether the process by which Mr. Dipak G. Sontakke moved from the Public Works Department (PWD) to the post of Chief Engineer in MSRDC complied with applicable service rules.
Among the records sought for examination are:
 
Parent cadre seniority lists;
Departmental Promotion Committee proceedings;
Vigilance clearance records;
Deputation approvals;
 
Annual Confidential Reports (ACRs);
 
Government orders and administrative approvals.
 
The complaint argues that these documents should be independently examined to determine whether all statutory procedures were followed.
Engineering Promotions or Administrative Favouritism?
One of the principal issues raised concerns whether the appointment followed established service norms.
The complaint alleges that several senior officers may have been bypassed during the deputation process and requests an independent verification of:
Seniority position,
eligibility,
 
Promotion chronology,
Cadre management,
 
and deputation approvals.
These allegations require verification through official service records.
The Washim–Dastpur Highway Under Examination
The complaint also focuses on the ₹165.51-crore Washim–Dastpur stretch of NH-161E, questioning whether maintenance expenditure was incurred despite contractual provisions that may have placed responsibility for certain defects upon the original contractor during the Defect Liability Period (DLP).
Infrastructure experts note that if defects attributable to construction arise during the DLP, the contractor may, depending on the contract terms, be required to rectify them without additional public expenditure.
The complaint therefore calls for examination of:
Original contract agreements;
DLP records;
Measurement Books;
Maintenance sanctions;
Quality inspection reports;
and payment approvals.
 
Questions Over Quality Control
 
The complaint further requests scrutiny of project documentation relating to:
Laboratory testing reports;
pavement quality;
Bitumen consumption;
Core cutting reports;
Density tests;
Non-Conformance Reports (NCRs);
third-party quality audits.
If independent auditors identified deficiencies, the complaint argues that authorities should examine how those observations were addressed before payments were released.
Why Measurement Books Matter
 
In every public works project, the Measurement Book (MB) forms the basis for contractor payments.
Investigators frequently rely on MBs to verify:
quantities executed;
materials used;
work certified;
and corresponding financial disbursements.
The complaint requests preservation and forensic examination of these records to determine whether recorded work corresponds with physical execution.
The Chain of Administrative Responsibility
 
The complaint emphasizes that accountability in public infrastructure projects generally extends across multiple levels of supervision, including:
Deputy Engineer;
Executive Engineer;
Superintending Engineer;
Chief Engineer.
Each level carries distinct technical and financial responsibilities, making documentation at every stage relevant to any independent review.
Call for Vigilance Audit
 
The complaint requests that MSRDC initiate an administrative audit by examining:
deputation files;
promotion records;
vigilance clearances;
Annual Confidential Reports;
financial approvals;
project quality records;
contractor performance evaluations.
It also seeks temporary administrative measures regarding financial approvals pending completion of any inquiry, if considered appropriate by the competent authority.
Request for Independent Investigation
 
The complainant has further requested that, if preliminary scrutiny reveals material irregularities, the matter be referred to appropriate investigative agencies for examination under applicable law.
Whether such a referral is warranted would depend on the outcome of any official inquiry and the evidence available to the competent authorities.
Public Interest and Transparency
 
Large infrastructure projects funded through public money demand high standards of transparency, engineering quality and financial accountability.
Independent disclosure of records—including contract documents, quality reports, DLP compliance records and audit findings—would help address public concerns and strengthen confidence in public institutions.
