Buildings Continue to Collapse in Delhi, Leaving Families Devastated — When Will the Authorities That Approve Construction Be Held Accountable?

New Delhi: The collapse of a multi-storey building in Delhi’s Satya Niketan area on Sunday claimed several lives, left many others injured, and required hours of rescue operations to save people trapped beneath the debris. The tragedy has once again raised serious questions about building safety, urban planning, and administrative accountability in the national capital.

After every such disaster, the same sequence of events follows: announcements of compensation, formation of an inquiry committee, registration of an FIR, and eventually the issue fades from public attention. However, for the families who have lost their loved ones, one fundamental question remains unanswered:

If building regulations had been properly enforced in time, could this tragedy have been prevented?

Is the Building Owner Alone Responsible?

The construction of any building involves far more than just the owner. Multiple institutions and professionals play critical roles in the approval, construction, and oversight process, including:

  • Planning Authority / Development Authority
  • Municipal Corporation / Local Authority
  • Licensed Architect
  • Structural Engineer
  • Contractor
  • Inspection and Enforcement Officials

If a building has been occupied for years, its use has changed, additional floors have been constructed, or safety standards have been violated, it is entirely legitimate to ask: Where was the regulatory oversight?

When Will the Government Accept Its Responsibility?

Building collapse incidents continue to occur across many Indian cities. In nearly every case, the reasons cited are strikingly similar:

  • Unauthorized construction
  • Weak structural integrity
  • Illegal additional floors
  • Poor maintenance
  • Violation of safety standards

Yet one crucial question is often overlooked:

If the construction was illegal, how was it allowed to take place?

If the building had become structurally unsafe, why was it not evacuated in time?

If violations of law had occurred, why did the concerned authorities fail to act before the disaster?

Ten Key Questions on Accountability

In the larger public interest, EX7 News places the following questions before the concerned authorities, the government, and the investigating agencies:

1. Was the collapsed building constructed in accordance with the approved building plan?

2. Did the Planning Authority and the Municipal Corporation carry out all mandatory inspections during and after construction?

3. Was the building being used only for the purpose for which permission had originally been granted?

4. If unauthorized floors, illegal construction, or structural modifications had taken place, why were they not prevented in time?

5. Had any complaints or safety warnings regarding the building been received earlier? If yes, what action was taken?

6. Are regular Structural Safety Audits conducted for old and multi-storey buildings in Delhi? If so, why are the audit reports not publicly available?

7. Will action be taken only against the building owner, or will the roles of the officials responsible for granting approvals, conducting inspections, and enforcing the law also be impartially investigated?

8. Will accountability also be fixed on the engineers, architects, contractors, and government officials associated with the project?

9. To what extent have the recommendations made in previous investigation reports on building collapse incidents in Delhi been implemented?

10. Will the government publish a public list of all old, dilapidated, and high-risk buildings and make periodic Structural Safety Audits mandatory?

Beyond Compensation: The Need for Institutional Reform

If every tragedy ends merely with financial compensation, similar disasters will continue to occur. What is needed is not only the identification of those directly responsible but also an independent review of the entire system governing building approvals, inspections, and regulatory enforcement.

Experts believe that building safety cannot be ensured unless every major city maintains a digital inventory of high-risk buildings, mandates periodic structural safety audits, makes inspection reports publicly accessible, and establishes personal accountability for public officials responsible for enforcement.

EX7 News’ Public Demands

In the public interest, EX7 News calls for the following measures:

  • A truly independent judicial or high-level technical investigation into the incident.
  • Public disclosure of the building approval records, sanctioned plans, inspection reports, and all documents relating to changes in building use.
  • An impartial investigation into the roles of not only the building owner but also the concerned officials, engineers, architects, contractors, and all other responsible persons.
  • A time-bound Structural Safety Audit of all old, dilapidated, and multi-storey buildings across Delhi.
  • Comprehensive reforms in building safety laws and the enforcement mechanism to prevent similar tragedies in the future.

Conclusion

Buildings are not held together by cement and steel alone; they also stand upon the foundations of law, regulation, engineering standards, and administrative responsibility.

When a building collapses, it is not merely a structure that falls—it also buries public trust, the sense of safety, and confidence in governance beneath the rubble.

The time has come for every investigation to answer not only why the building collapsed, but also who was responsible for preventing its collapse, at what level the system failed, and who must ultimately be held accountable to ensure that such tragedies never happen again.
