How a Corrupt Nexus is Stripping Vidarbha of its Wealth and Silencing Tribal Voices
 
NAGPUR / GADCHIROLI / CHANDRAPUR — A toxic corporate-bureaucratic nexus has taken root across the mineral-rich Vidarbha region, turning the lungs of Maharashtra into a playground for systemic corruption, illegal mining syndicates, and corporate fraud. While the state government beats the drum of “accelerated industrialization,” an investigation reveals a starkly different reality on the ground: rural Adivasis and local communities are being systematically dispossessed of their constitutional rights, while top mining regulators are under intense public fire for systemic oversights, multi-crore scams, and structural failures.
From the high offices of the Directorate of Geology and Mining (DGM) in Nagpur to the high-conflict district mining desks of Gadchiroli and Chandrapur, the machinery meant to protect the state’s natural wealth is failing. Instead, it has paved the way for unprecedented resource leakage, blatant forgery, and the blatant diversion of tribal welfare funds.
NAGPUR: The ETP Racket and Institutional Complicity
At the heart of the region’s mining operations sits the DGM headquarters in Nagpur. Under the administrative tenure of Director General Dr. T.R.K. Rao, the department claims to champion modernized testing and sustainable frameworks. Yet, under its watch, massive illicit rackets have flourished right under the noses of state regulators.
A prime example is the explosive probe by the Enforcement Directorate (ED), which blew the lid off a ₹30-crore illegal sand mining syndicate operating across Nagpur and Bhandara. The operation did not rely on stealth; it weaponized institutional loopholes by manufacturing forged Electronic Transit Permits (ETPs). By running thousands of trucks filled with stolen minerals on fake documentation, the syndicate siphoned off crores in state royalties while evading taxes.
Local environmental activists and anti-corruption forums are furious. They argue that a multi-crore logistical operation using cloned government permits cannot thrive without systemic regulatory failure or deliberate departmental blindness at the regional level.
GADCHIROLI: The Plunder of Tribal Funds and Signature Forgery
 
Further south, in the dense, marginalized forests of Gadchiroli, the exploitation takes an even uglier turn. The District Mining Office, led by Dr. Imran Sheikh, operates at the center of an aggressive government push to bypass traditional clearances and rapidly transform this pristine tribal belt into a heavy industrial steel hub.
This top-down enforcement has sparked fierce resistance from local Gram Sabhas, who state their constitutional rights under the PESA Act and Forest Rights Act (FRA) are being run over. The anger turned to outright betrayal with the exposure of a ₹7.60-crore solar fencing project scandal. Funds from the District Mineral Foundation (DMF)—money legally mandated by Parliament exclusively for the healthcare, clean water, and rehabilitation of mining-affected tribal populations—were allegedly plundered and misallocated.
Compounding the institutional chaos, the office became ground zero for a criminal conspiracy when a political syndicate successfully forged the official signature of the Gadchiroli District Collector. The fraudsters weaponized the mining office’s letterhead to illegally authorize and disburse development funds, revealing a alarming breakdown in security and verification protocols within the local administration.
 
CHANDRAPUR: Forgery Loops, Coal Mafia, and Ecological Devastation.
 
In Chandrapur, the environmental and financial devastation reaches a boiling point. The District Mining Office, headed by Suresh Naitam, alongside the DGM Regional Office under Smt. M.S. Nikhare, oversees an area choked by open-cast coal mines and massive limestone quarries.
Here, the state treasury is leaking millions. A major criminal case exposed M/s Midland Stone Company for pulling off a ₹1.5-crore fraud by forging the official stamp, letterhead, and signature of DMO Suresh Naitam to completely bypass government royalty payments. While the DMO subsequently registered a police complaint, the case exposed how easily private contractors manipulate the regulatory framework.
Simultaneously, the anti-corruption wing of the Central Bureau of Investigation (CBI) has been forced to repeatedly step in to dismantle a deeply entrenched coal pilferage mafia. Corrupt local transporters and complicit field officials have systematically under-reported coal weights, bleeding the public treasury dry.Meanwhile, rural communities are choking on coal dust, their agricultural lands are ruined by mine run-offs, and critical wildlife habits are being destroyed.
Public outrage recently forced a temporary, high-profile halt to the Lohardongri iron ore mining project due to its severe encroachment into crucial tiger corridors. Local activists point out that the project should never have received an administrative green light in the first place.
 
THE SILENT REBELLION
 
“Nobody is listening to us. The policy is entirely one-sided,” says a local tribal leader from Gadchiroli, speaking on the condition of anonymity. “The officers sit in their air-conditioned offices in Nagpur and sign away our ancestral lands. When we protest, we are ignored. When we ask where the welfare money went, we find out it was stolen by the very people sent to protect us.”
As crores of rupees continue to line the pockets of the mining mafia and corrupt bureaucrats, the land is left scarred, the state treasury is cheated, and the indigenous people of Vidarbha are left to bear the toxic costs. The question remains: will the highest levels of the Maharashtra government launch an independent judicial inquiry into the DGM’s systemic failures, or will they allow the systematic pillaging of Vidarbha to continue unchecked?
