Mumbai: Every year, as the monsoon arrives, Mumbai witnesses a familiar and troubling pattern. Roads turn into rivers, railway tracks are submerged, traffic comes to a standstill, flights and local train services are disrupted, and thousands of citizens struggle to reach their homes. The recurring question is impossible to ignore: Why does India’s financial capital continue to flood despite the Brihanmumbai Municipal Corporation (BMC) managing one of the largest municipal budgets in Asia?

The issue goes far beyond heavy rainfall. It raises serious questions about governance, planning, execution, accountability, and whether public money is delivering the infrastructure citizens have been promised.

A Budget Running into Tens of Thousands of Crores

The BMC’s annual budget is larger than that of many Indian states. Every year, substantial allocations are made for storm-water drainage, road construction, desilting of drains, flood mitigation projects, pumping stations, coastal protection, and maintenance of civic infrastructure.

Despite these expenditures, several areas continue to experience severe waterlogging after intense rainfall. This recurring situation has led to persistent public debate over whether infrastructure projects are being completed effectively, maintained properly, and monitored with sufficient transparency.

Is the Problem Rain—or Governance?

Experts have long pointed to a combination of structural challenges:

  • Rapid and often unplanned urbanisation.
  • Encroachment on natural drains, rivers, mangroves, and floodplains.
  • Ageing drainage systems that require continuous upgrades.
  • High-intensity rainfall events linked to changing climate patterns.
  • Difficulties in coordinating among multiple civic and state agencies.

These factors are widely recognised, but critics argue that they do not fully explain why the same flood-prone locations repeatedly face disruption year after year.

The Accountability Gap

The central question is not whether Mumbai receives heavy rainfall—it does.

The real question is:

If flood-prone locations are already identified, why do many continue to experience similar problems despite repeated public expenditure?

Citizens and policy experts have repeatedly called for greater transparency regarding:

  • The planning and execution of drainage and flood-mitigation projects.
  • Independent quality audits of completed works.
  • Public disclosure of project timelines and outcomes.
  • Performance reviews of contractors and consultants.
  • Accountability where projects fail to achieve their intended objectives.

Such measures, they argue, would strengthen public confidence and improve oversight.

Beyond Emergency Responses

Each monsoon often brings emergency pumping, temporary road repairs, traffic diversions, and rescue operations. While these responses are necessary during extreme weather, urban planners have argued that long-term resilience depends on sustained investment in drainage capacity, maintenance, land-use planning, and climate adaptation rather than seasonal crisis management alone.

Citizens Demand Results

For Mumbai’s residents, the concern is practical rather than political. They expect roads to remain functional, trains to operate safely, businesses to continue with minimal disruption, and essential services to remain accessible during heavy rains.

Every hour of flooding has economic costs—from lost productivity and damaged property to disruptions in healthcare, education, and commerce.

The Road Ahead

Mumbai’s annual flooding is no longer viewed merely as a consequence of the monsoon. It has become a test of urban governance and infrastructure management.

As India’s commercial capital continues to grow, public expectations are equally rising. Citizens increasingly seek measurable outcomes: infrastructure that performs as intended, transparent use of public funds, independent oversight, and accountability where deficiencies are identified.

The debate, therefore, is not simply about the size of the municipal budget. It is about whether every rupee spent translates into safer roads, stronger infrastructure, and a city that can withstand the very monsoon it has faced for generations.
