Lucknow: The Jai Prakash Narayan International Convention Centre (JPNIC), once projected as one of Uttar Pradesh’s most ambitious urban infrastructure projects, has again become a political flashpoint. The project, associated with former Uttar Pradesh Chief Minister Akhilesh Yadav’s vision of transforming Lucknow into a world-class city, remains at the centre of controversy over cost, utilisation, and its incomplete status despite the expenditure of hundreds of crores of public money.

The project, which was conceived as a modern convention and cultural hub, was expected to host national and international conferences, exhibitions, cultural events, and business gatherings. However, years after its construction began, questions continue to be raised over why such a high-value public asset has not achieved its intended purpose.

A Dream Project Stuck in Political and Administrative Disputes

The JPNIC was launched during the Samajwadi Party government led by Akhilesh Yadav. The project was named after socialist leader Jayaprakash Narayan and was designed as a landmark structure featuring convention facilities, hospitality spaces, sports and recreational infrastructure.

The project became a symbol of the previous government’s urban development agenda. However, after a change in government in Uttar Pradesh, questions were raised regarding construction quality, financial approvals, project planning, and utilisation.

Where Did the Money Go?

The reported expenditure on the project has crossed several hundred crores, with estimates often cited around ₹800 crore. The major concerns being debated include:

  • Whether the original project cost was realistic.
  • Whether construction timelines were properly monitored.
  • Why the facility remained underutilised despite massive public investment.
  • Whether there were delays due to administrative and political disagreements.
  • Who should be held accountable for incomplete work.

A project funded by taxpayers’ money ultimately requires measurable public benefit, regardless of which political party initiated it.

Political Battle Over JPNIC

The JPNIC has repeatedly become a subject of political confrontation between the BJP and Samajwadi Party.

The BJP has questioned the planning and expenditure of several projects initiated during the previous SP government, including JPNIC, demanding accountability for public funds.

The Samajwadi Party, on the other hand, has defended the project as a major urban development initiative and accused the BJP government of neglecting infrastructure created during the previous administration.

The Larger Question: Governance Beyond Governments

Large infrastructure projects often continue beyond political terms. Experts argue that changing governments should not result in valuable public assets being abandoned or delayed.

The real issues citizens want answers to are:

  • Was the project planned with proper feasibility studies?
  • Were contracts awarded transparently?
  • Were quality standards maintained?
  • Why was the asset not operationalised on time?
  • Who will ensure that public investment generates public value?

Lessons for Future Infrastructure Projects

The JPNIC controversy highlights a larger challenge in Indian infrastructure development—political competition often overshadows project continuity.

A government may start a project, but taxpayers ultimately fund it. Therefore, every major public project should have:

  • Transparent cost analysis.
  • Independent quality audits.
  • Clear completion deadlines.
  • Regular public reporting.
  • Accountability mechanisms for delays.

Conclusion

The unfinished status of JPNIC represents more than a political dispute. It raises fundamental questions about planning, execution, and accountability in public infrastructure.

Whether the project becomes a successful landmark or remains a symbol of delayed governance will depend on how authorities address pending issues, complete the remaining work, and ensure that the public investment delivers the promised benefits.

For taxpayers, the question remains simple:

After spending hundreds of crores, when will Lucknow finally receive the world-class convention centre it was promised?
